What's the Point of Holding a Big Bucket of Liquidity With the Fed?

All three of these big buckets are liabilities on the balance sheet. The government is one of the few authorities that can keep an account at the Fed. And so they want to have a certain amount of funds, as it were, for a rainy day in the TJ account. Every dollar that goes into that account is a dollar less of federal reserve money available to be in bank reserves.
