New York City Regulating Watersheds Outside of Its Own Judgment
New York City is able to regulate a land use outside of its own borders. The state assembly passed a statute in the early 19 hundreds that gave the city the ability to regulate where its water came from. Other mechanisms, and that we talk about in nour book, get are called water funds. They allow users, water users, again, could be a city. So it's a real mix of strategies that the city employs, but it all sounds like its mostly outside of its jurisdiction.
