Chat Completion API Structured Interface

Chat completions API now accounts for about 97% of GPT usage. They are also working on safely enabling fine tuning for GPT-4 and 3.5 Turbo, which I think is going to be really, really interesting. Depending on what this looks like, I need to look into this. But if the rate limits are bad, right? It's not letting you have a lot of usage. Then perhaps this isn't something people want to implement immediately If it's going to, you know, curb the usage of their users.
