The Most Virtuous Cities Are the Poor Ones

Numa has this sense that most of the Roman kings will be like Romulus and not like himself. This kind of adds extra pressure, I think, in his mind to establish certain things that will be able to temper them. And so he establishes all of these different priestly offices that are meant to do this. So the theme of religion tempering the war-like is, is pretty consistent in this election.
