The Prince and Machiavelli's Discourses on Livy
In book one, machiavelli unambiguously declares that well ordered republics with thoughtful constitutions and reasonable laws are the best forms of government. When you read the prince alongside his other important political work, the discourses on livy, it completely changes how we think Machiavelli's thoughts on government. He goes about making this point by comparing republics to what he sees as the other three main forms of government, those being monarchy, or principality, which actually literally translates to rule of the best.
