I don't think you can say that when Europeans pitched up in North America from the get go, they were planning and taking over the whole place. empires grow by increments in a very ad hoc fashion according to a variety of factors and opportunities that present themselves. But for instance Haiti, or Cap Domingue, as it was called, where you have thousands and thousands of slaves set to a sugar plantation, this is a kind of mass, conscription slavery that didn't exist in traditional societies.
