Is the Wealth Factor an Important Factor?

When France made its first step into democracy, was it wealthier per capita than Poland at the time? And I'm wondering if maybe relative wealth might play a role. You have these kind of enterprising clusters of states where there's a more mobilized middle class. There could be multiple channels through which wealth matters.
