This is the mercy, love and compassion of God to the disobedient. It's like when Jesus looks over the city of Jerusalem as he's about ready to enter into Jerusalem saying, Oh, Jerusalem, Jerusalem, how I long to gather you as a hen gathers her chicks under her wings but you were not willing. He doesn't think that Jesus is just saying that to be showy. Because disposition is to want to gather everyone from all of the world. This is one who holds out his hands all the day long to a disobedient in contrary people.
