In 1925, he moves to the University of Rome as professor of economic policy and statistics. From 1927, he's also teaching sociology and something called biometrics which I suspect has a different meaning than it does now. But certainly by this point, Jeannie is advising Mussolini on demographic issues. He wrote a treatise, the scientific basis of fascism. That's not someone sitting on the fence.
