A surprising amount of government is decided by bureaucratic functionaries at lower levels of government. When you take accountability away, mistakes are made. It's good to have democratic accountability. But if they go too far outside of the mandate, and people often do call for them to go outside of their mandate, maybe without realizing that there could be a big cost to doing so.
