Matt Welch: It's baffling to me the number of times I have heard people say that the state of play and race relations in America is no better than it was 2535, 45 years ago. He says elites who just are desperate these days, particularly after the BLM protests, to say things are as bad as ever. Welch: If you live in the world of news, then we live in the worst of times. But if you live in my little town of Vienna, Virginia outside of Washington, you live at the best of times.
