PayPal should be deactivating these accounts out of inactivity, and that you would have to manually reactivate this process. So I think it should fall into the category of anti-fraud. Even if you're just running a loyalty program at Chick-fil-A, you need to have some kind of way to protect your users. If my people account gets hacked, and I mean, I guess they could definitely push that back on the user, and they probably will. But, well, then pay them refund somebody for the PII goal, and then suddenly maybe started getting credit cards and other things like that.
