The Apprenticeship Program for Rodbusters, Reinforcing Ironworkers?

In Florida, you're in the right to work state. Does that apply to rodbusting? So in the union, they have ironworker. Rodbusting is one portion of their apprenticeship program. Maybe somebody says, I just want to be a roDBuster or I want to be structural. And I don't know how the union deals with that. But I believe our training program is equivalent or better.
