What Happened to Vicki Timpa?
Vicki Timpa's son Tony was killed by Dallas police after they put their knees on his back and neck for over 14 minutes until he died. The trial court dismissed her case on qualified immunity grounds, holding that there wasn't a prior court decision with similar enough facts to clearly establish that what they had done were unconstitutional. A few years later, the Court of Appeals and Fifth Circuit reversed the grant of qualified immunity.
