In the 90th century, we have people like Kingdom Isabar and Brunel. And so we've gone from those pioneers to really struggling to keep up. We used to be able to extractively drawing capital through the empire; that's not possible anymore. But at the same time, science was never really emphasized. So I mean, in terms of one social and cultural capital and the incentives built into that in the system.
