Can the Federal Government Mandat Local Governments' Equity Plans?

Biden made housing segregation a part of his 2020 campaign. He demanded that the Department of Housing and Urban Development issue new rules to combat it. The plan is an extension of an older effort called Affirmatively Furthering Fair Housing or AFFH. It will require local governments to submit what the feds call equity plans every five years.
