Samuel's deep love for Israel and his prophetic ear led him to the understanding that the current generation of Israelites were entirely too politically inclined to see any real and lasting spiritual change. His answer to this predicament was to turn his heart toward the next generation. It was never always intention for Israel to be under political government. He wanted them to be ruled by Yahweh through those that had an ear to hear.
