There's a way to turn off etags and express gs, but they are on by default. The browser just remembers that value that it got in the response hedder and sends it back in the request. It would totally make sense to use constant time hash ogarithms for tex where it only samples one or two kilobites at a time. And if you sample the first, the last, and then maybe two or three in the middle, you could just read in four or maybe eight kilobites and have a 99 point nine nine % accuracy as to whether or not a file is changed.
