How to Make a Fritos Bag Sealable

On this Fritos bag, this is completely sealed shut. There's no relief to it. But on Debbie, you can almost open it up like the first page of a book. So my question is, was there a separate step for folding that little flap that I'm describing that you would get on a clear plastic wrap snack cake? Yeah. You think about how an oatmeal cream pie is packaged. Is it heat sealed on both ends and then there's a fold that's sealed underneath? Or is it just heat seals on both ends? It's heat sealed and cut at the same time.
