If a bank is slightly shaky, I think it's probably good to air it rather than kind of cover it up in a way. After 2008, there was this move to ban short selling. European regulators always quick on the draw to ban short sellers or to threaten short sellers with prosecution. It's hard to know whether you can actually shore up belief in banks because ultimately, like you say, it's a belief game. Once the belief starts to fade, then you get deposit flights and there's nothing that can save a bank if that happens.
