The Constitution Building Process of the Constituting Powers
The formation would have to assume the function of a government which is, however, use of e-filling to the Council and the Parliament. You should know that such a standardized yet super-national union without thinking on the form of a state of its own would still deviate markedly from any federal state. Interestingly enough, John E. U. includes a range of important provisions that can be understood as legitimate deviations from the model of a federal state. The democratic will of the two constitution forming sub-hays would be reflected both in the symmetrical participation of the two chambers in the legislative process or with respect to ex-refutors.
