Is a Value Added Tax Better Than an Income Tax?
A VAT, not which is different from a national sales tax. If you did it as a VAT, that's probably a more fair and enforceable system. Sales taxes are very you want an underground economy have a 30% sales tax. People will evade that businesses will merge rather than buy from other businesses. They'll just all consolidate into one business so they can transfer inputs back and forth without paying the tax.
