I think it's absolutely right partly because of the specifically Russian history that you're referring to but also because it's just losing an empire. Dean Acheson said of Britain in the early 1960s that Britain had lost an empire not yet found a role some would say that's still true. I don't think there's much we can do to to influence the evolution of Russia directly I think we influence it through our Ukrainian policy by creating a different external environment.
