McNamara and the Bombing of North Vietnam

Dean Rusk, Walt Rostow and maybe even Maxwell Taylor were key players in the Vietnam War. They disagreed with McNamara's policy of gradual escalation to hit North Vietnam hard. Now that we know more from North Vietnam they can see it was disastrous because it prevented us from inflicting damage. It also gave the North Vietnam time to build up their air defenses.
