In judo, the structure exists and people can just bolt their gim right on to it. In jugitsu you have to actually set up your own code of conduct. The olympic route is not necessarily the only route to go to to deal with this problem. This can be dealt with ike. A lot of changes happened at the community level,. Just in our neighborhoods.
