The Conflict Within God's Heart About the Covenant That They Bring to Abraham
Moses is reminding God about the covenant that they bring to Abraham that had no conditions. He says remember Abraham, Isaac, and Jacob. But the covenant specifically will say if you do these things. So he's appealing to a covenant that they broke. And so what does God do? He doesn't bail. He also doesn't act like a robot and pretend he doesn't care. The story is setting up this tension within God's own being that is going to get resolved later on in the story because who's going to be the faithful covenant partner that God's looking for, the Israel right from the beginning is not.
