The Parallel Struggles to Maintain a Conventional Threat From North Vietnamese Regulars
There are two parallel efforts that need to be maintained. A conventional threat from North Vietnamese regulars requires some kind of conventional response. There is probably also a need for a counterinsurgency effort, but you can't pit that against a conventional threat. But these tracks kind of have to run simultaneously or at their proper times in places.
