Is There a Donald Trump Autocracy?

Stephen Miller, Jeff Sessions and another top person working for Sessions in DHS pushed the policy. Everybody else up to John Kelly and Christine Nielsen were at some level like trying to resist it or let you know, stall or delay it. And then there were all these administrative people up and down the line. Some white hat, some good actors who did things that turned out to be bad.
