Salis referred to the voluntary hospitals. They ixsisted on gifts and endowments initially, and the consultants who worked in them gave their services to the less well off free or ametested basis. At the end of the nineteenth century, about 90 % of their income came from gifts andendowments. But medicine was advancing even then and getting more expensive. By the thirties, only about a third of their income was coming that way. A lot of them were bankrupt. And so there were saturday flag days, begging bowls on the wars,. Leading figures in the big bolntry hospitals were some of them, arguing that there had to be at state service
