EOS uses a scorecard to monitor the progress of its employees. It looks at leading and lagging indicators, such as sales calls or proposals sent out. If you don't have data in scorecards, we just do what I want to do - not necessarily best thing for business. EOS also reviews measureables every week on a 13-week rolling basis.
