Water is essentially the agent of the climate system on the landscape. To move things round, we need to move water to us. We're going to have to protect ourselves from excessive water. It is not a problem that any individual can solvei it has to, it requires collective action. And that's really the starla for all these institutions and all these different development oget that's making sense to me.
