Marshall: The moral hazard is that we are using the misery of the population to serve the interests of the elites who roll over it. Congress has benefited from the so called the new positive increase in the student loan payment. Universities have taken up that opportunity and marketed themselves very aggressively in order to get a master's degree in the business, he says.
