Are Labor Costs Lower in Undeveloped Countries?

Corporations are moving their factories to undeveloped countries. They cut pensions, research and development in the hope that it will lower labor costs. But when people try to do union organizing, they can hire death squads to murder them. In china recently, there have been attempts at labor organizing in tertiary schools. Is this just incredible state repression? And how is this price of cheap labor right now?
