Is There a Mechanism to Fund Retrofiting of Social Housing in London?

I've spent the last 20 years going, how can i create some kind of. mechanism to fund retrofiting of the 32 % of central london that can be retrofited to morrow? So i it's not going to work the way it does in other countries, where they can incentivise retrofit.
