The German Navy and the Boer War

The Boer War had already shown that, you know, German public opinion was anti-British. So Chancellor Boulow and his successor, Bethmann Holloway, both started to explore ways of ending the naval race. I don't know whether they would have succeeded against opposition from Turpitz and the Kaiser. It is curious to look at a possible alternate history,. what if the Germans had spent all those resources and all that money on their army instead of their navy?
