The russians kept insisting there had to be a decoy beacon. They were convinced that the plane had been deliberately lured off track by a decoy radio signal from a v o r, an aviation navigation beacon. But modern countries like the republic of south africa also have mobile beacons which are used when it's necessary to repair a fixed v o r. That beacon could well been in the hands of military personnel on the south african border and could have been used to divert the presidential flight. Suspicions were also roused when south afAfrican villages near the crash site spoke of unusual military activity in the hills on the night of the crash.
