With web components you're not necessarily meant to be using them like you are a front end framework and that's kind of the big beef with web components overall. You can write your own client side routing functions to fetch whatever is next and replace it right or you could just use the straight up built-in normal html routing so full page reloads on each reload. Or you could use web components with a javascript framework which might seem counterintuitive and weird but some frameworks work really well with web components. We use a fair amount of web components in our spelt site and spelt handles the navigation the routing those types of things the scoping of css.
