Julian was a usurper, but he became legitimate emperor after Constantius' death. He had to give up his Christian burial in order to maintain the imperial cult. The Roman state has undergone revolutionary change since Diocletian's reign and is now more of a military machine than it was under previous emperors. Julian wanted to preserve the peace with the gods so they can continue to be granted victory etc.
