buffers work best when the pKa of the buffer is closest to the pH you're trying to deal with and I think Julie just alluded to that. Figure 10 too which is a you know titration curve it really shows that for the pH to be the same as the pKa the concentrations of the base in the acid of that both are equal which makes them one so that just cancels out  and therefore the pH becomes the pKa. When you're at that level at that middle level you've got just as much base and just as much acid so you have the maximum buffer capacity.
