The War on Atomic Bombs

The killing of civilians in these cases was an intended effect of the bombs. This can't be justified under double effect. If the cities had been evacuated for some reason a different target would have been chosen. Some leaflets did use the atomic bombings as a means to coerce the Japanese to surrender. Another argument is that the civilian population was fair game because Japan planned to mobilize all of them to fight the allies.
