Stormy weather reduces the sensory resolution of your environment. Less light means less visual information or certainly less certainty in your visual information. Storms are even atmospheric conditions before after storms. Ghost are often associated with darkness. Lightning again momentarily illuminates the dark. Even if it's not nighttime, you have a storm roll in. What does it do? It brings a certain level of darkness and shadow with it.
