Putin's attitude all the way through this war is that he's not about to give up. NATO members have wanted to avoid direct contact with Russian troops for a very good reason. You do not want two nuclear armed powers confronting each other directly on the battlefield. The alternative is to make Ukraine into a sort of porcupine so heavily armed that the idea of a second attempt to invade it really doesn't make much strategic sense.
