In the context of paul's argument, what he is going to say is essentially this, you are not justified by law for two reasons. The mosaic covenant has passed away. For those who are in christ, been fulfilled. And if you get circumcised, what you're doing is obligating yourself to an old covenant that's passed away. So we are justified through faith, apart from works. That's part of what paul's talking about, but that's not the entirety of what pPaul's talking about.
