They thought it would be easier say one student is better than another. They also did not ask enough advice from the royal statistical society. It was simply an arguithm that was poorly understood, and that had much bigger effects than they thought. If you have a bunch of students, a lot of them will be in the middle - so this ranking was way overestimated.
