The first amendments specifically dealing with terrorism were in 1996 and they created an amendment, an exception for state sponsors of terrorism. Congress has repeatedly amended the statute with terrorism related issues. The FSIA really put Congress in the driver's seat on these issues in a lot of ways. It also illustrates that Congress is obviously subject to very strong political pressures, particularly when it comes to terrorism for better or for worse.
