Obadiah sees that God hasn't given up on Israel. Even though Edom wasn't there for them, God will be there for them eventually. And this is why starting in verse 17, we hear, but upon Mount Zion shall be deliverance,. There shall be holiness, and the house of Jacob shall possess their possessions.
