Companies will have different classes of shares that might give or take away voting rights for proxy events. Typically, there's nothing stopping a company from buying back shares that are publicly traded. The A shares have voting power and the C shares have no voting power So if they're publicly traded they can buy them back so yeah Meta has a dual class structure.
