NATO - What's the Trigger Point?

There's a trigger point when you think that as one former Soviet satellite states gains distance from Russia, other ones start to follow. And the aggression was happening with Russia because Ukraine was slowly being moved away from that and moved to the West. Whether it was NATO approved or not, it was moving that way. Now Finland just joined NATO? So it's a bit of shock.
