Bolsheviks grew their share of the vote, but it was a larger share of a much smaller pie. The once raucous and excited general assemblies of the petrograd soviet had long since ceased meeting with any regularity. People kind of stopped caring. It was becoming very much meet the new boss, same as the old boss. Local petr grat elections held in august saw a voter turn out decrease 30 % from the spring. In moscow, the election where the bolsheviks finally won a majority, turnout had dropped by 50%. So a growing block of people out there were not voting for any one party or another.
