The Core Design of Dual Governance
Stakers can block any decision that has the potential to change in a harmful way or in an unexpected way. Stakers expect something like some basic things from the protocol, but also not to do anything that would harm the network. Dual governance allows stakers to block decisions that could potentially do that. The government centers the VITA negotiation state where community can allow some specific decision to pass and by default decisions get blocked.
